UK Gambling Commission Welcomes Seven Wise New Commissioners


The UK’s regulatory Gambling Commission has officially welcomed seven newly appointed Commissioners — a significant move in the ever-evolving gaming industry, which requires wise and skilled oversight.

Lloydette Bai-Marrow is known for her expertise in anti-corruption and economic law. She is a Founding Partner at Parametric Global Consulting, specialising in economic crime investigations. Lloydette also has several affiliations such as Chair of the Board at Spotlight on Corruption, a position on the Legal Panel for WhistleblowersUK, and a trusteeship at the Unite Foundation. Her academic contributions include a Senior Visiting Lecturer role at the International Anti-Corruption Academy in Vienna. Additionally, she co-founded and directs the Black Women in Leadership Network (BWIL).

Charles Counsell OBE held the CEO position at The Pensions Regulator from April 2019 until March 2023. Previously, he was the CEO of the Money Advice Service and Executive Director of Automatic Enrolment at The Pensions Regulator. Charles is noted for initiating strategies at The Pensions Regulator, focusing on equality, diversity, inclusion, and climate change.

Helen Dodds OStJ is an internationally-recognised lawyer and consultant. She currently holds board positions at the Human Tissue Authority and the St John’s Eye Hospital Group. Earlier, Helen was a Global Head of Legal at Standard Chartered Bank. She has a degree in Modern History from Oxford University.

Sheree Howard brings over 25-years of UK financial services experience to her new role, emphasising risk management, audit, and controls. Currently, she oversees Risk and Compliance Oversight as the Executive Director at the Financial Conduct Authority. Her previous roles include notable positions at Royal Bank of Scotland and Direct Line Group.

Claudia Mortimore has spent a significant portion of her career focusing on criminal law and regulation. She began legal life as a barrister and later moved to prosecuting roles for various government departments. Since 2013, Claudia has been part of the Financial Reporting Council, undertaking investigations related to audit and accountancy failures.

Dr. Helen Phillips has an expansive career across public, private and nonprofit sectors. Presently, she chairs both NHS Professionals Ltd. and the Chartered Insurance Institute. In the past, she held directorial roles at Yorkshire Water and Loop Customer Management Ltd. Helen’s academic background includes a BSc. in Zoology and a PhD. in Environmental Science.

David Rossington CBE is a former senior civil servant with experience in multiple government departments, including the Department for Culture, Media and Sport (DCMS). Post his full-time career, he has engaged with several advisory committees and charities. David’s educational background is robust, with degrees from Oxford, the Kennedy School at Harvard University and Birkbeck College, London.

The appointment of these seven Commissioners to the UKGC is a pivotal move for the betting sector.

Their diverse backgrounds and expertise promise a robust and progressive oversight of the industry.
