Equatorial Guinea Launches iGaming Licensing Framework

The Government of the Republic of Equatorial Guinea has introduced a regulatory framework for igaming, marking the country’s formal entry into the global online gambling sector. As part of the initiative, a master license for online gaming, betting, and casino operations has been granted to Mascott Capital Partners, a licence management company specialising in igaming compliance and infrastructure.

This represents the first official issuance of an online gaming license under Equatorial Guinea’s jurisdiction and establishes a legal structure aimed at regulating international digital gambling activity. The Online Gaming, Online Betting and Online Casino Licensing Framework sets out procedures for application, compliance, and financial oversight, and is intended to align with international regulatory standards while operating under the sovereign legal system of Equatorial Guinea.

Mascott Capital Partners will operate a digital platform through which multinational operators can apply for online gaming licenses. All licensees will be required to comply with local laws, including anti-money laundering obligations such as user identity verification and suspicious activity reporting. Operators must also meet financial reserve requirements to protect player funds and publish responsible gambling information on their platforms.

Through this framework, Equatorial Guinea joins a growing list of jurisdictions offering international igaming licenses. The licensing regime is positioned as an alternative to those issued by regulators in Curaçao and Anjouan, potentially expanding the global options available to remote gambling operators.

“The launch of online gaming, online betting, and online casinos in Equatorial Guinea is one of the most significant measures taken by gaming regulators in the country’s history and Mascott Capital Partners’ digital platform will assist in submitting online gaming license applications”, said H.E. Mr Antonio-Pedro Oliveira Burupu, who heads the Ministry for Tourism and Tourism Infrastructure, Equatorial Guinea.

“This initiative represents a significant step forward in promoting Equatorial Guinea as a recognised jurisdiction for remote online gaming, online gambling, and online casino businesses. It is also a significant step in diversifying Equatorial Guinea’s economy, attracting international investment to the digital space, and strengthening consumer confidence in the remote online gaming services provided under Equatorial Guinea’s jurisdiction, making Equatorial Guinea an international destination of choice for igaming”.
