Casino.nl Report Highlights Gaps in Dutch iGaming Safeguards

Casino.nl has released its 2025 Duty of Care Report, outlining how licensed Dutch igaming operators are fulfilling their legal and social obligations to prevent gambling-related harm. The findings point to significant variation in the implementation of player protection measures across regulated platforms.

The study assesses how well operators comply with transparency standards, educational outreach, and preventative tools designed to address gambling addiction. While most providers meet minimum legal requirements, the report identifies inconsistencies in the visibility and clarity of responsible gambling information. For instance, only half of the reviewed websites displayed key responsible gaming messages prominently, and several lacked clear explanations of betting risks and addiction indicators.

Casino.nl’s report includes a series of recommendations aimed at both industry stakeholders and regulators. These include adopting a standardised risk matrix tailored to different product types, improving visual communication strategies for responsible gambling, and ensuring greater consistency in the placement of mandated messaging such as “Wat kost gokken jou? Stop op tijd. 18+” (“What does gambling cost you? Stop in time. 18+”).

The report calls for a broader interpretation of duty of care—beyond legal compliance—to prioritise player education and proactive engagement. Casino.nl encourages collaboration between operators, regulators, and policymakers to strengthen protective measures across the Dutch igaming landscape.

“Recent roundtable discussions and debates with politicians and the regulator emphasized the need for better implementation of the duty of care. We are offering concrete suggestions and hope the industry and policymakers take action,” says Floris Assies, author of the report.
